Yes, if you can find a cheap cage. The cage is the most expensive thing. You may be able to find a used one at a garage sale or thrift store. Be sure to wash it very well. Or, wait for a pet store to have a big sale or go out of business. My hamster's favorite toy was toilet paper rolls. Ask a family with lots of kids to save you their toilet paper and paper towel rolls. if you work with wood, save up all the shavings from router work or planing. only use pine though, cedar will probably give it ';allergies';

You must be joking. The whole cost where I live for the hamster, the cage, the food... everything, is around 80 - 90 dollars. Yes, you can get a hamster for under 100 dollars.
Yup, we had mice (which require more or less the same things as a hamster) cost us about 50 bucks, for a cage, bedding, water and food bowls wheel, treats a ball and toys
