See if you can get a letter from your DR stating the effect that mould would have on your daughters health, then send that with a covering letter telling them that if your daughters health suffers you will hold them responsible.

That will do the trick ,if it doesn't contact your local paper.Good luckWhat would you do i live in a 3 bed house?
Go to the citizens advice bureau and get the address or telephone number of the ombudsman. They work wonders. Once you have made a complaint the council will have to go through hoops to justify their lack of action towards you. And the ombudsman won't give up until you are satisfied. Keep all correspndence with the council, either in mail form or by writing down the content of phone calls and visits immediately after they have occured.

In the meantime try to keep the rooms aired as much as possible and if necessary live in the warmest room of the house until something gets done. Take photos of the mould, and clothing and condensation to show to anyone in authority. Living in one room will certainly lend wait to your request for action.

Also, the next time an inspector comes to look at the problem make sure he writes down his plan of action and signs it before he leaves the house. Get his name, remember it, and if he goes back on his word, report him to his superiors.
i would try to find a family member to let your daughter move in with into you get this problem fixed. For the problem its selff i would bother the living heck out of the council until they finnaly fixed the problem. If they do nothing i would try and find a new place. i know in this econmy this might e hard but you cant live in a house like this ope i could help.
make a paper trail and then go to the CAB who will either give you the relevant information or fix a 30 min free discussion with a solicitor.
